Idk if the mod fixes this issue, but it fixes a lot of the other issues with superb survivors, check out the mod called Subpar survivors. It’s an extension of superb survivors if I remember correctly. I don't know, but can say that I have a ton of map mods, including Raven Creek, and have seen survivors spawn in Raven Creek.
