Sounds like the carb float needle and seat is leaking and filled the case with fuel. That will hydrolock the motor and keep it from turning over and will pump fuel out all over if you do get it to go. Pull the plug and turn it over with the recoil a few times to pump the fuel out before using the electric start again. The 400 explorer came out in 1995. I purchased a new 1996 and had it until 2008 only issue I had was the key for the speedo cable kept breaking after replacing twice I gave up.
