This is the not the original agreement of Fidelity and turbotax. I retried multiple time with Fidelity's link and finally got $0 payment for CA tax. Somehow, it was solved. I think it should be free for both Federal and State tax including e-filing for Fidelity's Active trader tier customer. I received this benefit from 2017.

As it turns out, TurboTax has problems with long passwords. My Fidelity password was 25 characters long. I changed it temporarily to 8 characters, and I was able to login to Fidelity from TurboTax and successfully imported my tax data.
