So basically this means that RRECS implies that any new route should be paid $0 for 6 months, 50% for the next 6 months, and then 100% after there is a full history to be paid on. But that's impossible. So instead, I assume that route/carrier is being paid based on the work that someone else has previously performed.

The amount of minutes allowed for raw piece pay is in the back of any PO 603 which is at every carrier case (or at least is supposed to be). In the back under count values the amount of time for raw count letter size mail is listed.
