Once you empty it for the first time, it won't get new stuff until you look at the inventory of the Khajit merchant who shows up just outside of Dawnstar every so often. That being said, here's my question: How often does that khajit merchant show up there? Go to the entrance of Dawnstar (where you start when you fast travel to Dawnstar) and wait 48 hours. Talk to the traveling Khajiit merchant. The chest should reset. If the merchant isn't there, just wait 2 hours at a time until the tent/camp shows up.
