I just gave up on a save in a Coastal Highway start. I searched the entire map, all fishing shacks, bodies, buildings, the campsite, the abandoned lookout - no hatchet. Also no rifle. Since I started the game with no water, just come cold coffee, it was a struggle just to be able to search every location. That seems a little bit harsh for a Voyager start.Coastal Highway has alot of food and some tools (Quonset Hut, fishing huts). But you might notice there aren't many rifle spawns.
